Agree with the approach, very positive move, I don't think it is linked to the limited and effective use of technology. Gillette for instance has been a massive success and costs next to nothing.

Yeah this is a brilliant move and should be a message to all players at the higher level.
Imagine trying to implement this in spanish and italian football... be about 10 players banned every week

Doesn't happen that much in the lower leagues/non league but that's where they'll implement it the most IF incidents are caught on camera. One that sticks in my memory is Zander Diamond at Wimbledon. Exactly the same as what happened to Ritchie Sutton but because the camera didn't pick up the incident nothing happened. The Wimbledon player who cheated got off and Zander served a 4 match ban. As for the Premier League, that will remain largely untouched as that's where all the money is. They're almost coached in cheating now at that level and are FAR too canny to get caught red handed.
To be fair if you watch the incident it's one of the most blatant cases of cheating you'll ever see. The only reason the incident was actually caught was because it was live on television.
