I registered before the date shown in the above article and my limit was four tickets.
I'm perfectly happy with the system myself and it's not uncommon. When our away game at Accy was called off last Christmas I went to Ewood Park as an alternative to watch Blackburn vs Middlesbrough but was told that as Boro had sold their allocation they weren't selling tickets to people not on their system and they weren't budging. Another example is MK Dons vs Leeds at the weekend. They weren't as restrictive with the ticketing and ended up with a fair few Leeds supporters in the home ends.
A few Derby fans allegedly got gobby pre season in the West terrace and the s**t hit the fan to such an extent that the Chairman was forced to release a statement. I can't help but think that the current restrictions are partly a reaction to that incident. Imagine the s**tstorm if a couple of hundred less "friendly to the club" supporters found their way into the home terraces.
As far as I'm concerned the club set their stall out a month ago as to how they'd deal with ticketing as far as well supported visiting clubs go and it's perfectly fine.

I saw it on the port vale page that's why I rang to ask about Sheff U. She did say she wasn't 100% to be fair so I should know for sure tomorrow.
