Here is another possible small contributory factor. Limited Leagues 1 and 2 exposure and coverage by the BBC.
1) The BBC Football website has leagues 1 and 2 very well tucked away. Have a look. It has gradually moved that way in the last couple of years. The click bait features with photos on the Home Page will be about the Premiership, big top flight clubs, Champions League, Women's Football, big European clubs. There is no quick link to the leagues at the foot of the page - but on the bright side you do get Irish Football and Welsh Football links.
2) Last night on Radio 5 the Champions League was being covered. The fact that there were games in Leagues 1 and 2 only got a mention at 7.55pm (unless I missed it).
If one is fed with the subliminal message that only the aforementioned leagues matter and the rest is irrelevant, that is what some will believe.

The BBC tends to have an obsessive overly PC, London-derived, people-might-be-offended-otherwise approach to this that had got decidedly worse in the last two years. For as long as I can remember the Scottish league has had mainstream news bulletin coverage for games that you wouldn’t think would merit it. With the women’s game having gone right to the top of the agenda, what did I spot creeping in on the news last week for the first time... yes a random Scottish women’s game! Read also American sports suddenly given puffed-up regular coverage, niche sports like skateboarding etc... the world has gone mad. Salford City is apparently a “romantic” David vs Goliath story. Leave aside the sport and their home page now collates all sorts of rubbish about celebrities, dating reality programs and social media “trending” type cr*p. They can do one the lot of them! Good goal and team news and cricket wicket alerts though, and I’d probably pay the licence fee for Test Match Special alone.

Oh Salford City... Don't get me started on the BBC and their love for them.

I am afraid the media is like any other business, the bigger the market you more you can sell. Top football teams have a big audience and so attract more revenue. The BBC is out dated and still rely on licence fees to support their income,They even want to drag money off 75 year olds many who have ill health and watching the teli is there major rest bite, but not necessarily the BBC. Salford City is a product of the glory years of Man Utd,and can be sold to a world wide audience. Looking at a commercial market in the football sense the Champions league has world wide interest, and our Premier League is a football show piece, this makes the Championship full of wannabees, and league 1, and 2 small clubs representing local football fans the only real interest in league 1 are the big clubs who have fallen so low, that they attract public interest,We always have to show interest in Scotland other wise they wont feel part of the United Kingdom, but to be fair, they do have two massive clubs
